ArcExplorer (ESRI)
The Environmental Systems Research Institute (ESRI) offers a "lightweight" version of their GIS data viewer software. ArcExplorer Web (Geography Network, ESRI)
Specialized software is not needed to view GIS data. In fact, ArcExplorer Web is a custom mapping application that works directly through web browsers, allowing use of one or more map services from the web.
